WS 55 Kick-off meeting for CWA 15793 Doc

The CEN workshop Kickoff meeting was attended by a group of Pakistan Biological Safety Association (PBSA) members sponsored by Biosafety Engagement Program (BEP) USA.

Highlights of the meeting

Opening of the meeting:

Ms. Gaïd Le Gall, CEN Programme Manager, Innovation and Business Development, CEN, opened the meeting and welcomed the participants to the CWA 55 kick-off meeting which was held to discuss and approve the draft business plan as published on the CEN website and to nominate Chair, Vice-chair and Secretary.

Ms. Le Gall presented the background of a CEN Workshop Agreement (CWA). It can be seen as bridging the gap between European Standards and consortia’s 'self made' standards and can be used for consensus documents outside of Europe. It can speed-up the standardization process, respond to the needs of fast evolving markets, and offer an open and flexible process.

Other characteristics of a CWA are that all organizations and interested individuals are allowed to participate (including those from outside Europe), and it is based upon direct participation, i.e. everyone may participate directly in the elaboration of the CWA and resulting consensus document. The results of the CWA are purely voluntary in application

CWA 15793 is not a technical document, but performance orientated, which allows for finding local solutions for local problems. The CWA is not a legal or regulatory document, but a voluntary one. It is based on the current WHO Biosafety and Biosecurity guidelines and can be seen as a logical extension of these guidelines. CWA 15793 is currently being implemented in several laboratories.

The version of the business plan from the CEN website (rev. 11 of 2009-12-16) was discussed and modified with corrections with the input provided by the members.

The use of the term ‘’standard’’ in the title of CWA 15793:2008 was discussed and  attracted some comment because of the risk of confusion with a formal European Standard

The delegation from Pakistan asked how CWA 15793 will be implemented and certified in practice. It was emphasized by the Chair that the primary goal of this CWA is to improve Biosafety and Biosecurity, and not to certify. Although it is considered, at the moment no official certification is done. The CWA is suited to be used for- and allows for ‘self declaration’.
